Resurfacing to Last Six Weeks

New technique to cut costs, carbon footprint.

In an effort to reduce the waste associated with street repaving, the city has embraced a recycling technique called cold-in-place.

Instead of the traditional method of localized asphalt repair and grinding, this technique recycles the existing pavement in place -- thus creating a new roadway base course suitable for overlaying.

The process not only minimizes the amount of material to be off hauled, but reduces the carbon footprint and results in a better street structure. On top of the roadway base, Archibald Paving Company of Redwood City will add two inches of asphalt overlay.

Cold-in-place recycling is not suitable for all resurfacing projects but will makes a good match with the residential work underway on Catamaran, Spinnaker and Cutter streets.

Crews began work on the residential resurfacing Aug. 1, sealing cracks and making localized fixes. The entire project is expected to take some six weeks to complete. During that time, streets may be closed and parking prohibited as work goes on. The city will post signs and notices alerting neighbors of the schedule. Additional information is available on the city’s website, www.fostercity.org.
