Police Blotter: Used Needles and ‘Brown Leafy Substance’ Found at Restaurant

The following information was supplied by the Foster City Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.

Monday, Sept. 23

7:40 a.m., Foster City Boulevard and Chess Drive: Officers removed debris from the #1 lane.

8:53 a.m., E. Hillsdale Boulevard: Officers retrieved 13 license plates from a subject that had been taken from vehicles at a car wash in San Mateo. The plates were collected during a traffic stop.

10:43 a.m., Shell Boulevard: Officers received a report of two subjects involved in an altercation at the Post Office. Officers responded and mediated the situation.

11:07 a.m., Foster City Boulevard: Officers received a report of an audible panic alert going off at the Peninsula Jewish Community Center. Officers responded and determined it was set off in error by a new employee.

12:34 p.m., Beach Park Boulevard: Someone reported fraudulent activity on a debit card. A report was taken.

12:39 a.m., Chess Drive: A used needle and a “brown, leafy substance” was found in the parking lot of Harry’s Hofbrau restaurant and dropped off at the front counter for destruction. The restaurant manager requests that officers do periodic checks of the parking lot, as he frequently finds used needles there. The brown substance was determined to be tobacco.

2:48 p.m., Foster City Boulevard: A woman came to the front counter of the police department, concerned about mail she received that doesn’t seem to pertain to her. Officers determined no crime had been committed, and gave her advice.

3:15 p.m., Admiralty Lane: A landlord came to the front counter of the police department about a resident he or she had evicted last week. The landlord was in the process of cleaning up the unit to put it up for resale. However, a few days after the eviction, another realtor saw the former resident’s pitbull back in the backyard and all the lights on inside. The landlord had already changed the locks twice, but wanted to change them again, and requested officer accompaniment while doing so. Assistance was provided.

3:37 p.m., Foster City Boulevard: Officers received a second report of a possible disoriented male in the lobby of City Hall. Officers located the subject and transported him home.

7:32 p.m., Metro Center Boulevard: Officers received a secondhand report of a grab-and-run of power tools at the Orchard Supply Hardware, sometime between 7:15 and 7:20 p.m. Suspect was last seen traveling northbound on 101 by an employee who attempted to follow him. The value of the lost tools was approximately $450. A report was taken.

8:30 p.m., Edgewater Boulevard: Officers received a secondhand report of the odor of marijuana emanating from an apartment approximately 15 minutes before. Officers contacted the residents of the apartment and no crime was observed. The report was considered unfounded.

8:51 p.m., E. Hillsdale Boulevard: Someone reported seeing an abandoned backpack on the south sidewalk approximately 100 feet west of Shell Boulevard. The backpack was gone upon officers’ arrival.

9:24 p.m., Home Depot: Anderson Garcia, a 31-year-old Antioch resident, was arrested for driving without a license. His vehicle was left legally parked.

11 p.m., E. Hillsdale Boulevard: Officers noticed an injured raccoon in Ryan Park, and stood by until the Humane Society arrived.

 

Tuesday, Sept. 20

8:04 a.m., Hatch Drive: Police received a report of an old, black suitcase, 3’ by 2’ suitcase sitting in front of Bayshore Ambulance since 6 a.m. Officers determined it was empty and disposed of it.

8:31 a.m., E. Hillsdale Boulevard: Someone turned in a Marksman BB gun to the police department for destruction. A report was taken.

9:01 a.m., Beach Park Boulevard and Teal: Police were asked to assist the fire department with a report of an unmanned board in the water on the south side of the bridge. The water was searched.

12:09 p.m., Edgewater Boulevard: Someone reported a subject possibly having a seizure had just left in a vehicle northbound in the parking lot. Officers located the subject inside the Lucky’s, who refused medical care.

3:17 p.m., E. Hillsdale Boulevard: A woman reported she had left behind her wallet at the Arco gas station around 1 p.m. that day, and when she returned to retrieve it, it was gone. A report was taken.

3:51 p.m., E. Hillsdale Boulevard: A woman called from out of state requesting police assistance with getting her nephew, to whom she had previously lent her vehicle, to finally return it. Assistance was provided.

3:52 p.m., Vega Circle: An elderly woman reported receiving calls from a scammer in Florida insisting she send money, and to call back when she has it. The woman asked for police assistance in calling the scammer back. Assistance was provided.

5:33 p.m., Magellan Lane and Catamaran: Someone called to report three white male juveniles and one black male juvenile smoking what appeared to be marijuana. Officers made an extensive area check with negative results.

9:03 p.m., Catamaran: Officers performed a welfare check on behalf of the San Mateo Police Department. A couple was seen arguing at Bridgepoint and then getting into a vehicle registered to a Foster City address. Both parties were contacted; dispute was determined to be verbal only and both were OK.

9:32 p.m.,Essex Lane: A woman called 9-1-1 to report that she and her boyfriend were fighting. Officers performed a welfare check. The fight was determined to be verbal only and both were OK. Both parties requested to be separated for the night.

10:46 p.m., Bounty Drive: A woman called to report a disturbance by her boyfriend. Officers responded but the boyfriend was gone on their arrival. An area check was made. Offices spoke with the woman, and gave her advice and information about CORA (Community Overcoming Relationship Abuse). Officers contacted the boyfriend and advised him that if he ever returned to the woman’s home, he would be arrested for trespassing.

 

Wednesday, Sept. 21

1:35 a.m., Hwy 92 turnaround: Miguel Rosapena, a 33-year-old Oakland resident, was arrested for driving without a license.

2:30 a.m., Comet Drive and Balclutha Drive: A woman called to report her pale blue Honda Accord is missing from where she parked it two hours before, on Comet near Balclutha. Officers made an area check. A case was taken, the vehicle was entered into the stolen vehicle database, and a BOLO (Be On the Lookout order) was issued.

3:15 a.m., Comet Drive: The previously reported stolen vehicle was located by Redwood City police. A case was taken and information changed in the system. The vehicle was released to the reporting officer at the scene.

7:37 a.m., Comet Drive: Someone reported a vehicle broken into via an unknown method. A wallet was stolen, the trunk was left open and items were strewn in the street. Estimated time frame: 8 p.m. ;ast night and 6:30 a.m. this morning.

8:11 a.m., Admiralty Lane: A woman reported her vehicle was broken into while parked in her complex. Estimated time frame: 6:30 p.m. last night and 8:10 a.m. this morning. A report was taken.

8:21 a.m., Edgewater Boulevard and Ram Lane: A woman requested advice from police involving a parking issue on private property. The woman was upset that construction workers who were working on her building were parking their vehicles in the complex’s parking lot. All parties were contacted and the situation was mediated.

1:58 p.m., Admiralty Lane: A man discovered his vehicle had been burglarized. Taken were a pair of men’s prescription sunglasses valued at $280. Estimated time frame: 8 p.m. last night and noon today. A report was taken.

2:37 p.m., Leeward Lane: A man reported that he had been notified several unknown persons were making use of his social security number. A case was taken for identity theft.

2:47 p.m., Biscayne Avenue: Police were requested to assist the fire department with an odor investigation. It was determined the smell was possibly coming from new kitchen appliances in a residence.

2:54 p.m., Pilgrim Drive: A woman reported that she is from Hawaii and her husband will not let her leave. She requested police accompaniment to retrieve her belongings from her husband and return. Assistance was rendered.

5:25 p.m., Vintage Park Drive: A woman reported that she had run a red light and been struck by another vehicle. She pulled over, but the other driver did not, and kept going. A report was taken.

6:12 p.m., Vintage Park and Lakeside drives: Police received a report of a goose that had been run over by a vehicle and injured. Police contacted Animal Control.

6:14 p.m., Metro Center Boulevard: Ronald J. Bernstein, a 46-year-old Chico resident, was arrested at the Orchard Supply Hardware for driving with a suspended license, and for carrying evidence of false registration. His vehicle was left legally parked.

7:36 p.m., Foster City Boulevard: A woman called to report her son had not returned home after school let out at Hillsdale High. The juvenile returned home while the officers were present; he had walked home from school because he had missed his bus.

9:56 p.m., Beach Park and Shell boulevards: George Campusano, a 70-year-old Foster City resident, was arrested for driving under the influence and transported to First Chance. His vehicle was towed and the pet dog he had in the car with him was picked up by the Peninsula Humane Society.

 

Thursday, Sept. 22

2:19 a.m., Bounty Drive: Someone reported a baby in a nearby residence that had been crying all night. Officers went to the residence and checked on the mother and baby, and they were OK.

11:42 a.m., Beach Park Boulevard: Police were requested to assist with the fire department and medical team with a “man down” on the Bicentennial Bridge. The man was determined to be intoxicated and medical attention was not needed. John Cutler, a 43-year-old Foster City resident, was arrested for public intoxication and transported to County Jail.

12:00 p.m., Beach Park Boulevard: Someone came to the front counter of the police department to report having seen a black gym bag out in front of his or her property for the past few days. It was determined the bag belonged to a resident at Beach Park and contained his clothing. A message was left for the owner and the items were booked into property. A report was taken.

1:08 p.m., E. Hillsdale Boulevard: An employee from a local business called to report an irate customer refusing to pay for services rendered. Officers responded. The situation was mediated and the services were paid for.

4:02 p.m., Ribbon: Someone came to the front counter of the police department wishing to turn in weapons and ammunition for destruction. Three rifles and one shotgun were entered into the police system and taken possession of.

6:43 p.m., Shell Boulevard: A man called the police wishing to discuss a man he was witnessing taking several photos in a public place, some of which he thought had a child in them. Officers made contact with all parties, and the situation was mediated.

9:25 p.m., Portsmouth Lane: A hang-up on 9-1-1 was received. Officers got a fax machine when they attempted to call the number back. Officers responded to the address the call came from and determined a verbal altercation had taken place, but had been mediated before the officers’ arrival. All parties were OK.

9:33 p.m., Chess Drive: A woman requested officer assistance with unlocking her bicycle. Assistance was rendered.

10:33 p.m., Foster City Boulevard: A woman called to report that a resident in the next building had come and knocked on her door. The woman was frightened she would be the victim of a crime in the future. Officers agreed to make passing checks.

10:51 p.m., Admiralty Lane: Officers received a loud noise complaint. Officers contacted the subjects, who were playing ping pong outside and agreed to go inside.

11:58 p.m., Hwy 92 and Foster City Boulevard: Willie Smith., a 54-year-old Oakland resident, was arrested for a $10,000 misdemeanor warrant out of San Mateo County. Smith was transported to County Jail.
