Labor Day Weekend Police Blotter: 10-Year-Old Gets Fingercuffs Stuck on His Fingers

The following information was supplied by the Foster City Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.

Friday, Sept. 2

1:35 a.m., E. Hillsdale Boulevard and Center Park Lane: Leosha Creggett, a 23-year-old Pittsburg, Calif. resident, was stopped and arrested for driving with a suspended license.

1:36 a.m., E. 3rd Avenue and Marsh Drive: A juvenile San Mateo resident was arrested for possessing marijuana in a vehicle and resisting a police officer. The juvenile was transported to juvenile hall and the vehicle was towed.

11:01 a.m., Edgewater Boulevard and Monterey Avenue: Police received a report of an elderly Asian woman, about 5'2" tall and walking with a cane, who was repeatedly walking in the middle of the street and causing a traffic hazard. Police located the woman walking on the sidewalk and advised her.

11:32 a.m., Chess Drive: The police were contacted by employees of the Crowne Plaza hotel with suspicion of a Non-Sufficient Funds case. Police responded and determined the matter to be a civil issue. All parties were contacted and the situation was mediated.

1:32 p.m., Catamaran: Someone came to the front counter of the police department to report he or she had found the brake lights of his or her car hanging by the wires. Police opened a case for Vehicle Tampering and a report was taken. It was estimated to have taken place between 9:30 p.m. the night before and 9 a.m. this morning.

1:42 p.m., Balboa Lane: Someone reported his or her white and blue Sun Dolphin paddleboat had been stolen, sometime between Aug. 28 and today. No serial number was available. A report was taken.

2:21 p.m., Plymouth Lane: A woman reported her 15-year-old son, who is currently on probation, had left her home approximately two hours before and not returned. The juvenile eventually returned and was transported by police to juvenile hall for violation of his probation.

3:28 p.m., Harvester Drive: Someone came to the front counter of the police department to report credit card fraud. Someone had used his or her credit card to make purchases over the phone totaling $4,000. A report was taken.

5:14 p.m., Foster City Boulevard: Someone called to report a juvenile just "sitting" in the middle of the Foster City Bridge. Officers responded but the juvenile was gone upon their arrival.

5:35 p.m., Rock Harbor Lane: Someone called to report that the juvenile he or she is the guardian of damaged several household items earlier in the day. The guardian did not desire prosecution, but just wanted police to take an information case. A report was taken.

10:33 p.m., Shell Boulevard: Someone called to make a noise complaint on a loud wedding reception going on nearby. Police made contact with the party.

10:48 p.m., Matsonia Drive: Police received a complaint about loud talking and a possible party taking place at Erckenbrack Park. Police located a party going on in the person's rear yard and made contact with the involved party.

Saturday, Sept. 3

12:23 a.m., Chess Drive: Officers arrested Foster City resident Tricia Y. Wagner, 39 years old, at the Crowne Plaza hotel for driving with a suspended license. 

1:34 a.m., Chess Drive: Officers responded to the Crowne Plaza hotel and arrested Daly City resident Quincy N. Jones, 42 years old, for possession of a controlled substance for sale, and Newark resident Jessica Bustillo, 25 years old, for possession of a controlled substance. Both suspects were booked in county jail. 

1:49 a.m., Foster City Boulevard: Officers responded to the Marlin Cove Shopping Center and arrested Hayward resident Farhana Danish, 27 years old, for driving under the influence. The suspect was transported to First Chance.

12:43 p.m., Beach Park Boulevard and Sanderling: A man came to the front counter of the police department to return a brown men's wallet he found on the pedestrian walkway next to a bench. A report was taken.

2:17 p.m., Edgewater Boulevard: Someone called to report he or she had witnessed a full-sized, red Dodge pick-up hit another vehicle in the parking lot of the Citibank and leave, approximately 15 minutes before. Police located the suspect parked in front of the nearby Lucky's grocery store. All involved parties were located. A case and report were taken.

2:19 p.m., Beach Park Boulevard: Someone at Marina Point called to report a person running for City Council and his or her campaign volunteers were illegally hanging up fliers on doors within buildings in the area. Officers responded but the suspects were gone upon their arrival. Police gave advice to the person who reported it.

3:22 p.m., Farragut Boulevard: Someone called to report a pitbull off its leash, running in Farragut Park. Officers responded and located the dog and its female owner near the swings in the park. Officers spoke to the woman and advised her of the leash haw. An information report was taken.

4:22 p.m., Foster City Boulevard: Someone called to report a light-skinned black female in the big dog area with her pitbull, which had reportedly been attacking other dogs in the park, and when their owners confronted her about it, she refused to take responsibility. Officers responded and determined no crime had been committed, but spoke to the pitbull's owner and admonished her.

4:35 p.m., Nimitz Lane: Someone called to report a resident who had his or her trash cans in front of the reporting party's house, in violation of the City ordinance. The police responded but determined the trash can was not in violation and was located on private property. 

5:58 p.m., Cumberland Court: Someone called to report a 10-year-old juvenile with fingercuffs stuck on his fingers, and did not possess the key. Officers helped the juvenile release his fingers with no injuries.

10:50 p.m., Ketch Court: A juvenile was arrested in Ketch Park for possession of alcohol, and released to his or her parents. The alcohol was confiscated.

11:39 p.m., Pitcairn Drive and Edgewater Boulevard: Someone called to report a white van with no writing on it and no windows was driving around several streets in the area. The reporting person was following the van but lost it somewhere on Edgewater. Officers responded and pulled over a white van that matched the description. The driver was delivering newspapers in the neighborhood.

Sunday, Sept. 4

10:31 a.m., Lurline Drive: A vehicle was found in the parking lot of Tri-Star Investment Realty with two slashed tires. It was estimated to have taken place sometime between 8 p.m. and the time of the report. A report was taken.

2:03 p.m., Foster City Boulevard and Triton Drive: Someone called to report a male with dark hair wearing a red shirt and a hat was standing in the middle of the overpass taking pictures of the San Mateo Bridge with two different cameras. Officers responded but the subject was gone upon their arrival.

3:16 p.m., E. Hillsdale Boulevard and Norfolk: San Mateo resident Carlos Nieto, 24 years old, was arrested for allowing an unlicensed driver to drive his vehicle was he was a passenger. The driver was warned.

6:23 p.m., Juno Lane: A woman reported that her juvenile son and his friend left in a bright green plastic kayak approximately two hours before and had not returned. The juveniles were located on their way back and were remanded into the woman's custody.

7:39 p.m., Blythe: A 9-1-1 call and hangup was received from a quick-dial line inside the residence. Authorities attempted to call the residence back; they received a busy signal on the first call and static only on the second call. Officers went to the residence. The owners did not have a landline and were OK. The residents will contact AT&T about the malfunctioning phone line.

10:01 p.m., Bounty Drive: Police received a complaint of very loud subjects at a nearby party. Officers responded and found it to be a family celebration. Officers made contact with the involved parties.

10:37 p.m., Coronado Lane: Someone called to complain about residents in a backyard in the 700 block being noisy. Officers responded and found it to be an outdoor karaoke session. Officers made contact with the involved parties, who promised to be compliant.

10:38 p.m., Admiralty Lane: Police received a complaint of a loud party coming from the balcony of a second floor apartment in building three. Officers responded and found it quiet upon arrival. The party was determined to be coming from a different nearby apartment. The involved parties were contacted and advised.

11:47 p.m., Admiralty Lane: A woman called to report noisy residents in a second floor adjacent apartment and on the balcony. When she spoke to them and asked them to keep the noise down, she said they were insolent. Officers responded and determined it was a repeat complaint from a previous call. Officers spoke to the parties involved, who agreed to shut the rear door and stay inside the rest of the night.

Monday, Sept. 5

12:18 a.m., Aruba Lane: Someone reported teens having a party in the area and urinating in the streets in front of residences. Officers checked the area and saw no one; everything was quiet upon their arrival.

5:31 a.m., Edgewater Boulevard and Pitcairn Drive: A man called to report seeing two small subjects rifling through his unlocked car. They departed on small bicycles toward Edgewater when he spoke at them. Officers checked the area but found no one. A case was taken. The only thing determined to be stolen was a small amount of loose change.

10:16 a.m., Metro Center Boulevard: Someone found a checkbook the day before in the Costco parking lot. The owner of the checkbook was contacted and it was returned.

11:00 a.m., Moonsail Lane: A woman came to the front counter of the police department requesting to speak to a police officer regarding possible trespassing. Officers determined it to be a civil matter - the woman's homeowners' association had hired a painting company to paint her fence.

12:33 p.m., Vasco da Garna Lane: A man reported an unknown person had tried to steal his rims and tires off his vehicle, sometime between 3 p.m. the day before and the time of the report. Officers examined his vehicle, which had one tire rim missing, and found no evidence of an attempted removal of tires or rims. Officers said it appeared the missing tire rim had fallen off.

1:04 p.m., Shell Boulevard: A woman called requesting police assistance with a dispute with her adult daughter over an earlier phone call. The adult daughter did not want police assistance. Advice was given to the reporting woman.

1:29 p.m., Foster City Boulevard: Someone reported the theft of two bicycles from a garage - a light blue boy's BMX bicycle, and a silver and red 21-speed men's bike. The theft possibly occured sometime between 10 p.m. the night before and 10:30 a.m. this morning. A report was taken.

2:01 p.m., Foster City Boulevard: A man requested to speak to police regarding possible extortion through an Internet phishing scam, in which no losses had occured. Advice was given.

2:50 p.m., Nimitz Lane: Someone called to report a trash bin had been left out on the street in violation of the City ordinance. Police responded. The owner said Recology had missed its scheduled recycling pickup, so the bin was out for a scheduled extra pickup.

4:08 p.m., Edgewater Boulevard: Someone called to report a suspicious person peering into the Comcast payment drop-box. Officers located the subject. No crime had occured; officers admonished the subject.

5:06 p.m., Beach Park Boulevard: Police received a report of unlawful burning. The Fire Department responded and extinguished a grass fire. A report was taken.

6:40 p.m., Beach Park Boulevard: Someone reported a white male teenage skateboarder wearing a black shirt in front of the computer lab. Officers responded but found no one.

6:46 p.m., Sea Cloud Drive: Someone reported a vehicle leaving Sea Cloud Park at a high rate of speed. The vehicle was gone upon officers' arrival.

7:09 p.m., Vintage Park Drive and Chess Drive: Someone reported the traffic light in the intersection was not operating. Officers responded and directed traffic until the light was responding normally again.

9:22 p.m., Catamaran and Balboa: Jeffrey Rosen, a 35-year-old Foster City resident, was arrested for driving on a suspended license.
