UPDATED: Foster City Police Arrest Man for Break-Ins, Sexual Assaults

The suspect, accused of sexually assaulting one woman and attempting to assault a young girl, is believed to be a recent graduate of San Mateo High School.

Shing's Facebook profile indicates he is a graduate of 's class of 2012.

Foster City Police have a man in custody they believe to be responsible for two residential break-ins in Foster City in which the man sexually assaulted or attempted to assault a woman and a young girl.

On Saturday, Aug. 25 at about 3:10 am, Foster City Police arrested Justin Shing, an 18-year-old Foster City resident for residential burglary.

The police received a call from a home in the 700 block of Matsonia Drive just a few minutes before, in which a man said he had detained an intruder whom he had found on the floor in his young daughter's bedroom when he awoke to use the restroom.

The victim said that, earlier in the evening, his children had fallen asleep in the master bedroom with him and his wife - which turned out to be very fortunate, indeed.

Just after 3 a.m., the father woke to use the restroom and passed by his young daughter's bedroom, where he saw Shing crouched on the floor on his hands and knees near her bed, which she luckily wasn't in at the time.

The father held on to Shing to prevent him from getting away, and called the police, who arrived within two minutes to take him into custody.

During police officers' subsequent interview with Shing, he admitted to entering the victims' home earlier in the evening.

However, it is also the officers' belief that Shing is also responsible for another break-in and sexual assault of a woman earlier this month, as well.

During the interview, the arresting officer recalled a similar incident that had taken place nearby on Aug. 13, and was still being actively investigated.

During that incident, a man had entered a home in the same 700 block of Matsonia Drive and went into the bedroom of the female resident. The man sexually touched the woman over her clothes while she faked being asleep, out of fear.

Detectives were called in to interview Shing about the second, earlier incident, and Shing admitted to being the one to commit those crimes as well.

As a result of these two incidents, Shing was booked into the San Mateo County Jail and has been charged with residential burglary, peeping, sexual battery, and possession of burglary tools.

Shing remains in custody on $100,000 bail.

Current Foster City Police Chief Craig Courtin said in a statement released Tuesday, "The Foster City Police Department encourages residents to use good home security strategies to hinder suspects from entering their homes.

"Doors and windows should be closed and locked whenever possible," he said. "The Police Department offers home security inspections free of charge and will provide residents with suggested corrective measures."
