How Can a Fire Department Let a Person Die in the Water?

Would the fire department rescue a drowning human?

I was shocked when I heard on the radio yesterday Apparently the local police and fire department have instructions not to go into water to rescue people. They are also not trained for water rescue.

When I visited the a few years ago with my son on a field trip, I remember seeing a boat. I believe that since FC is more water than land, the chances of a situation requiring a water rescue will be higher compared to many other places. So it is likely that our local FD is trained for water rescue. Hopefully, everyone there has been trained - not just one or two people per shift.

I don't know if budget cuts have recently caused any loss of certification for water rescue. If it has, I wonder if our local FD will stand and watch if someone fell in the water and required a rescue. Or would they dive in with a float.
