Friday, Oct. 26

When budget ax landed on popular Halloween festival, city staffers stepped up to create a new one.

Their efforts enabled the Foster City Youth and Teen Foundation to host their first “VIBE Halloween Festival” at the Foster City Teen Center on Saturday.
