Foster City Promotes Toler, Cheng

Longtime city employees take leading administrative roles; trickle-up moves follow assistant city manager's retirement.

Two longtime Foster City employees just got better jobs.

City officials on Tuesday announced the promotions of Steve Toler and Lin-Lin Cheng.

Toler takes the assistant city manager post vacated by earlier this month.

Cheng replaces Toler as finance director.

Both moves are effective January 1.

Toler has been a city employee since 1997, serving as an administrative services director from 1997 through 2009. He’s been the city’s finance director since January 2010. 

“Steve has proven himself to be a valuable member of the Foster City team and is well regarded within the organization, amongst his professional peers and within the community.  I know that he will do an outstanding job in this new role as assistant city manager,” City Manager Jim Hardy said in a prepared statement.

Toler will assume an oversight role in city business while supporting management functions.

“The issues that we face as a community are complex and multi-faceted,” Toler said in a prepared statement. “I look forward to assisting the city manager and city council to collaborate and build consensus with our community and others that have a stake in Foster City as we face the challenges ahead.”

Cheng has been a city employee for most of the last 30 years. She's currently the city’s assistant finance director. Before that she served Foster City as an account clerk, accountant, chief accountant, accounting manager and assistant finance director. She spent two years as an accountant in San Mateo.

“Lin-Lin has been a dedicated member of the Foster City team for many years and has demonstrated thorough her commitment to ensuring that Foster City’s financial resources continue to be managed in an efficient and ethical manner.  I know that she will do an outstanding job in this new role as finance director,” Hardy said.

Cheng has a business administration degree with a concentration in accounting from Cal State East Bay.  She has been a Foster City resident since 1989.

In her new role, she will be responsible for managing the City’s financial resources.

“I am excited to have this opportunity to lead the finance department in its on-going pursuit of service excellence and accurate recordkeeping of the city’s operation and financial status,” Cheng said in a prepared statement.  “I am very proud to be a member of the city team in serving this great community.”
